Examines issues and trends in the relationship between organized labor and management in a variety of organizational settings. Provides an in-depth understanding of the National Labor Relations Act and the role of the National Labor Relations Board. Addresses the negotiation and collective bargaining process as well as forms of alternative dispute resolution

This course explores the changing civil service system within the rich, varied and pluralistic public service of today. Course topics will include recruiting, staffing, employee retention, performance management, compensation, benefits, and promotion. Labor relations, with and without a collective bargaining agreement will be studied. Students will study the resolution of disagreements using alternative dispute resolution systems designed to advance the public purpose.

This seven-week course addresses critical concepts involved with employee and labor relations. Concepts addressed include, but are not limited to legal and regulatory factors affecting employee rights and discipline, performance management, legal and regulatory factors affecting employee and labor relations, unfair labor practices, collective bargaining practices, grievance management.
